THE CAPABILITY SCALE

America’s frontier.
The road to General Super Intelligence.

Six stages of general capability. One ambitious horizon.

SI = Super Intelligence · GI = General Intelligence · GSI = General Super Intelligence.

AMERICAN SUPER INTELLIGENCE INDEX · GENERAL CAPABILITY SCORE

0–<20

Frontier SI

The General Intelligence Runway

Powerful for reasoning, coding, creation and tool use, but uneven across whole missions. People still set direction, verify results and exercise judgment.

20–<40

GI-I

Human-Level General Intelligence

Adapts to unfamiliar work, plans and completes multi-step tasks, uses tools and delivers broadly competent results with limited oversight.

40–<60

GI-II

Expert General Intelligence

Matches strong human specialists across many fields, exceeds them in some and transfers insight between fields without losing rigor.

60–<80

GI-III

Exceptional General Intelligence

Surpasses nearly every individual human across most cognitive work and repeatedly produces original discoveries, designs and strategies that withstand scrutiny.

80–<100

General SI Runway

Superhuman General Intelligence

Exceeds the best individual human experts across virtually all cognitive work and sustains complex, long-running projects with extraordinary reliability.

100+

GSI

Civilization-Scale General Super Intelligence

Surpasses even large, well-coordinated teams of human experts across virtually all cognitive work, operating at machine speed and scale.

100 marks the American Super Intelligence Index’s GSI threshold—not the ceiling.

This publication’s capability framework. Stage labels are not independent scientific certification. The scale maps capability—not calendar dates or percentage completion. Ranges include their lower limit and stop before the next: 20–<40 means 20 to under 40. 100+ means 100 and above. Benchmark snapshot: October 14, 2026. Wording updated October 29, 2026.

02 / WHY AMERICA LEADS

Ideas. Capital. Capacity.

Three measured advantages that help explain America’s position. National indicators are separate from our model scores.

PRIVATE INVESTMENT

$285.88billion

Capital to build the frontier.

2025 private SI investment: about 23× China’s. Private figures exclude some state-backed spending.

INFRASTRUCTURE FOOTPRINT

5,427

The scale of American capacity.

U.S. data centers in the 2026 report—more than 10× any other country. Facility count is not frontier-SI compute capacity.

SEPTEMBER 29, 2026 / TERMINOLOGY DECISION

Super Intelligence enters the federal vocabulary.

Executive Order 14434 directs executive-branch communications to use Super Intelligence / SI wherever law permits, while initially retaining the statutory SI definition. The terminology policy does not mandate private usage or certify GSI.
